Preliminary information about the import of goods

From October 01, 2016, Article 22 "Peculiarities of control over the passage of persons, vehicles, cargo, goods and animals at the checkpoints of the free port of Vladivostok" of the federal law N2212-03 of July 13, 2015 "On the free port of Vladivostok" comes into force ".
This article obliges to provide preliminary information on goods arriving by sea at least 2 hours before arrival on the territory of the Customs Union. This information can be provided to the customs office of arrival by any interested person who has the right to dispose of the cargo/goods.
Taking into account the peculiarities of transportation by sea, the above information about the goods is available to the Cargo Owner (consignor/consignee/his authorized representative/declarant/forwarder, etc.).

Information about goods is provided to the customs authority in electronic form. The result of providing information about goods is the receipt from the Federal Customs Service of a unique identification number of preliminary information about goods (UIN PIT).

In accordance with paragraph 12 of Article 22 of the Law “On the Free Port of Vladivostok”, a consignment of goods in respect of which preliminary information has not been provided is classified as a risk area. The authorized federal executive authorities take measures to minimize such a risk in accordance with the legislation of the Russian Federation, and specifically the inspection of goods and IDK.

Thus, the absence of UIN PIT upon the arrival of the vessel may be a risk for the consignee, and also cause a delay in customs clearance of the cargo and entail additional costs.

In order to receive WIN PIT on time and avoid additional expenses, you need to do the following.
